This bill reauthorizes the Clean Water State Revolving Loan Funds for clean water infrastructure projects, reauthorizes the Great Lakes Legacy Act, authorizes funding to address sewer overflows in communities, requires better monitoring and notification of sewer overflows, and authorizes funding for alternative water source projects.
While the bill boasts a number of worthy goals in the improvement of the nation's water infrastructure and water quality, it also contains an expansion of Davis-Bacon prevailing wage requirements. This expansion will inflate project costs and result in fewer clean water projects built, fewer jobs created and less clean water achieved.
