Jurisdiction
The Subcommittee on Economic Development, Public Buildings and Emergency Management oversees a broad range of Federal programs and activities.
The Subcommittee conducts oversight of programs addressing the Federal management of emergencies and natural disasters, an issue that gained more prominence following the terrorist attacks of September 11, 2001, and the Hurricane Katrina tragedy of 2005. The Subcommittee has jurisdiction over the Federal Emergency Management Agency and the Department of Homeland Security’s other disaster management responsibilities; the Robert T. Stafford Disaster Relief and Assistance Act and its mitigation, preparedness, response and recovery programs; the Post-Katrina Emergency Management Reform Act; and several first responder programs.
The Subcommittee has jurisdiction over agencies and programs promoting economic development in communities suffering economic distress, such as the Economic Development Administration and the Appalachian Regional Commission.
The Subcommittee also is responsible for oversight of Federal real estate programs and the Public Buildings Service (PBS) of the General Services Administration (GSA): the civilian landlord of the Federal Government.

Ranking Member Biography
U.S. Rep. Sam Graves is the Ranking Republican on the Economic Development, Public Buildings and Emergency Management Subcommittee. Graves is leading his Republican colleagues on the panel in ensuring that the nations emergency preparedness and response efforts are effective and well-coordinated, and that our economic development programs are administered in a responsible way in order to achieve the greatest benefit for program participants.
Graves joined the Transportation and Infrastructure Committee in 2001, and was appointed to the Committee’s Amtrak Working Group, the bipartisan Committee panel tasked with making recommendations to improve Amtrak’s management in the face of continued significant losses. Graves also chaired the Small Business Subcommittee on Rural Enterprises, Agriculture, and Technology in the 109th Congress.
Graves is serving his fourth term representing the Sixth Congressional District of Missouri. He is a small businessman and a sixth-generation, full-time, family farmer who has spent his life working to make Missouri a better place to live, work, and raise a family. Graves was born in the Sixth District, in Tarkio, Missouri. He attended college at the University of Missouri-Columbia where he received his degree in Agronomy from the School of Agriculture.
Graves won his first race for State Representative in 1992. Then in 1994, he was elected as State Senator for the 12th Senatorial District, and subsequently re-elected in 1998. Graves’ leadership has not only been recognized by his constituents, but from organizations like the Missouri Chamber of Commerce, the Small Business Development Corporation, and the Missouri State Medical Association.
Graves knows first hand the values, hopes, and beliefs of the hard-working families of the Sixth District and continues to work tirelessly for them. He and his wife have three children and live in Tarkio, where Graves is an active member of his community and enjoys flying his 1947 Piper Cub airplane.
